identification of key factors that influence this contribution and of potential new indicators/measures that go beyond traditional metrics that currently limit understanding of the role of HEIs in driving innovation in the wider economy.

2. To critically assess the existing means for capturing, interpreting and applying data and evidence presenting the contribution of higher education systems to innovation capacity. The assessment must include an analysis of the merits of the different models used;

3. To suggest alternative means for capturing the contribution of higher education systems to innovation capacity;

4. Where possible, develop and implement a prototype for such alternative means.

5. To discuss the feasibility of developing new proxies or means for capturing the contribution of higher education systems to innovation capacity on EU level.
